Announced earlier this summer, the PADI Public Safety Diving Specialty has been generating a TON of calls and questions. While I still don't have any info on when this program will launch, I got the list of instructor pre-req's. to tide you over.
I've heard the instructor guide is being finalized and I expect we'll have the materials on or before DEMA time.
Instructor Pre-requisites
1. Master Scuba Diver Trainer Instructor, or higher
2. Full Face Mask PADI Distinctive Instructor Certification
3. Dry Suit Instructor Certification
4. Any three of the following PADI Instructor ratings:
a. Search and Recovery
b. Night Diver
c. Limited Visibility
d. Emergency Oxygen Provider
e. Underwater Navigation
5. Current EFR Instructor or qualifying equivalent
6. Current Medical
7. Proof of related profession – Police, Fire, Paramedic, Dive Team Member etc.
8. Minimum 1 year PSD experience
9. 20 missions or 10 missions and 10 PSD certs.
10. ICS (Incident Command System) training Level II (200). It is free and available online through FEMA website (NIMS – National Incident Management System). You can simply send a copy of your diploma.

Diver Prerequisites:

4. Any ancillary courses necessary to carry out public safety diving in the local area (dry suit, full face mask, etc.)

Why are they so many pre requisits for this course

I talked to the folks in training and here's what they said:
The rationale for the prerequisite specialty instructor ratings relate to the types of equipment and skills utilized by most public safety diver teams. Therefore, PADI PSD instructors need these skills and information to be able to intelligently speak to and understand the program as well as related experiences prior to qualifying to teach the PSD course.
With respect to the requirement that PSD instructors be affiliated with a PSD team, and have a minimum of 1 year experience and 20 missions is again related to necessary experience and the fact this is a unique specialty that is restricted to public safety divers and not to the general diving population. Affiliation or employment with a PSD team offers insight, understanding and acceptance of the hazards and risks of this type of diving and an understanding of PSD team dynamics that are unique and important to be an effective PSD instructor.
The requirement to complete the Incident Command System (ICS 200) level training is a PSD community minimum standard and provides a foundation of knowledge with respect to the roles and responsibilities of various public safety staff members during an emergency or other incident involving public safety divers when there is a multi-agency response to the emergency.

What does PADI consider a "mission"?

Axeman- here is what PADI's training department said about the definition of a mission:
Typically this is one of the following two things. One, an actual call to a rescue, body recovery, evidence recovery or other need. Two, a training or simulation exercise for the same things. Either one can be counted toward the total.
